Jurisdiction and Scope – Regulates all virtual asset (VA) activities in Dubai (excluding DIFC), including crypto, tokens, NFTs, exchanges, wallets, and custodians—applies to both local and international firms operating in or from Dubai.

Licensing Regime – Two-stage process—Initial Approval (business model, founders, risk review) followed by a Full Market Product License (compliance with operational and technical standards). Covers services like advisory, brokerage, custody, exchange, lending, and settlement.

Regulatory Objectives – Aims to establish global standards for VA compliance, protect investors, ensure financial stability, and position Dubai as a Web3 innovation hub.

Compliance & Risk Framework – Requires strong AML/CFT compliance per FATF, real-time tech-based supervision, mandatory disclosures, and internal GRC controls.
